[UI] Give/Revoke "Fees manager" role

As an admin, I want to grant/revoke the "Fees manager" role from/to accounts

Context

Using some services or tools, there are some costs that should be paid. Some places use adverts and  others use some payment systems or are collected by fees. It’s important to give the possibility to the token creators to add, if they want, the possibility to receive some fees when the tokens are transferred from one account to another's.

Description

When the user will have the admin role, it should be able to grant/revoke the "Fees manager" role to other accounts.

This option will only visible if the token has the "Fees manager" key is set.

Acceptance criteria

• Given a user with "Fees manager" role, he is able to grant the "Fees manager" role to another account.
• Given a user with "Fees manager" role, he is able to revoke the "Fees manager" role from other account that has already the "Fees manager" role.
• Given a user without the "Fees manager" role, grant and revoke "Fees manager" role is disabled.
