Add documentation for SDLT, SDPT, and MDLT

Update citr-test-config.md to include information on SDPT SDLT and MDLT.

For SDPT and SDLT it is important that we cover the smoke test parameters as well as the standard parameters, and any other configurations that may be ran.

Include information on:

• Environment
• Network load
• Total time
• Tests in panel
• Time per test
• Workflows
• Other relevant details
