Move the VM rest monitor to a separate cluster

Problem

Currently we are using a VM monitor for rest monitor tests for production environments which is managed by ops.

Solution

Research and find a solution to use the in-cluster monitor for REST. Consider having a separate cluster that includes the monitor and related resources.
