Deploy Citus to testnet

Problem

We need to get Citus onto testnet to get real world experience with it.

Solution

• Create a testnet-citus namespace in testnet-eu cluster
• Run migration scripts to populate citus from Cloud SQL
• Spin down Cloud SQL namespace
