Host flag doesn't update the devnet address in explorer

Description

When using the --host flag the value provided is not used when setting up the block explorer, instead the default of 127.0.0.1 is used.

Steps to reproduce

  • Run local node with the --host flag set
  • Open developer tools in the browser and paste in your console window.configs to see the actual value that is set.
