Move the "Application Branding" page under the "Administration" section

Problem Description:

Currently, the user needs to use the gear icon on the bottom left to access the branding options. This is misleading because the icon seems related to user's options, when in reality, those options are reflected to the entire instance. Also, that is technically an administrative operation, but it's the only admin page outside of the administration section.

Requirements:

Remove the gear icon on the bottom left and insert a new menu element for the Application Branding under the Administration section after the Settings element.
