Web3.storage is migrating to Storcha

Problem description

Web3.storage service is shutting down in favour of Storcha. We need to update the current integration.

Requirements

Update the current Web3.storage integration to support Storcha.

Definition of done

Users can setup Storcha service using the .env files like they were used to do with Web3.storage. Guardian uses the storcha service for saving and reading IPFS data.
