New UI issues - left menu is "jumping"

Problem description

When user opens sub-menu (f.e. "Tokens"), menu in jumping

Step to reproduce

Steps to reproduce the behaviour:

1. Open left menu
2. Open all sub-menu. - "Policies", "Tokens", "Administration"
3. Scroll menu to the bottom
4. Click several times on "Tokens"

Expected behaviour

Everything higher"Tokens" sub-menu should stay, everything below should move

Actual behaviour

Everything higher "Tokens" moves, everything below stays.
