UI issues - placeholders in the different field types are at different heights

Problem description

When user fills data in some documents, he can see that the placeholders in the different field types are at different heights. Looks like there is no any field type where placeholder is in the center of the field.

Step to reproduce

Steps to reproduce the behaviour:

  1. Import iRec4 policy
  2. Register registrant and start to fill the info
  3. Check placeholders in fields

Expected behaviour

Each placeholder is at the same height in the field
