I don't understand how to start it so that it scans a PC for cheats.

Please make sure if you are in the target group of this tool: https://github.com/hasherezade/pe-sieve/wiki/1.-FAQ#for-whom-is-this-tool-dedicated If you have problems starting it, you probably won't benefit from the output either. It is for users fluent with commandline tools, and with low level process analysis. It does not give automated verdicts about "whether the process contains a cheat or not".
