Dashboard for spam for listings and applications

User reports against listings and applications are written to the db, but have no UI for admins. This needs to be fixed ASAP as running database queries every time is tedious.

Rather than a dashboard, reports could have a webhook that pushes it to Slack or other messaging/streaming channel. Those tend to be more accessible than Hasjob's own dashboard.
