Support a "moderated" status on submissions

The following workflow should be possible

• Alice visits hacknight.in, picks an event and applies to attend the event
• Alice proposes a project at the event. The project shows a notice that since Alice's application is still pending, this project is private to her for now.
• Alice visits Bob's project and applies to join the project. Alice is told that her application to join the project is pending approval
• Bob gets a notice that Alice has applied to join his project. When Bob visits the project page, he's told that Alice is waiting to join, but he cannot approve her because she's still not been accepted to the event. He can however choose to reject her.
• Bill is the event's owner and gets a notice that Alice has applied to attend the event. Bill can choose to accept or reject. If he rejects,
  • Alice's project proposal remains private and visible to only Alice and Bill
  • Alice's application to join Bob's project is automatically withdrawn
• However, if Bill accepts Alice to the event,
  • Alice's project proposal becomes public
  • Bob can now accept Alice as a member of his project

This workflow eliminates the need for Alice to wait for Bill's approval before she can start contributing to the event.
