[BUG] Tooltips do not stand out from deactivated input fields

Describe the bug

The background color of tooltips have the same color as disabled input fields. Because of that it is hard to differentiate them.

To Reproduce Steps to reproduce the behavior:

1. Go to Images and click Create
2. Use an ISO of your choice, e.g. https://fastly-cdn.system-rescue.org/releases/11.00/systemrescue-11.00-amd64.iso
3. Click Create
4. Open the image with Edit Config
5. Move the mouse cursor over the info icon of the URL input field.

Expected behavior

The background color of tooltips should not be the same as the color of disabled form fields or the tooltip has to be designed somehow different.
