I think this misses part 1 of #1580, and/or bgp support

Note:

As for the deletion progress, once users delete the load balancer service in the guest cluster, all the related resource will be deleted and the IP will be released as well.

this might solve the issue https://github.com/harvester/harvester/issues/1460
