Can't click on Create button, but it doesn't looked disabled (Network)

Issue: On the Network list page, the Create button is disabled (I assume because the NIC isn't setup), but the button looks active. Should have disabled "look".

@WuJun2016 - Hello, It's on the environment that @guangbochen gave me. I still cannot click on the create button and there are errors on the Network & Network setting page.
