Missing `cites_to` in latest bulk file for Illinois?

It looks like the bulk file for the latest export from Illinois might be missing the cites_to field for many if not all cases. As an example, https://api.case.law/v1/cases/1156845/ is the first case in the file and has an empty cites_to array, whereas the API returns a non-empty array. The bulk file from April of 2021, on the other hand, does have cites_to data.
