Front matter is not available for public view

From @jcushman: some people are interested in seeing the front matter of volumes that appears before published decisions. We have this data, but it is not currently available to the public.

For example, 93 Minn. 1 has a PDF link to a specific case. This is accessible to the public. 93 Minn. has a PDF link to the whole volume, including the front matter. However, the PDF is only accessible to research scholars, because downloading the entire volume uses N cases per day, and we have to verify that it is below the 500 limit. We don't currently do the math to count that number.

This problem could be solved by creating a separate front matter PDF, or by doing the math and informing people that downloading the full volume will cost them N of their 500 cases.
