Perhaps I misunderstand. Shouldn't the downloaded site be able to function on a machine with properly configured apache and NO INTERNET?? There are a ton of plesk/google font/etc links in the downloaded site that have not been downloaded and/or converted.
Is this by design? Does the downloaded site still refer to live internet links?
If so is there a way to rip an archive.org site so that i will run properly without internet connectivity?

This downloader just downloads archived files off the internet archive. The internet archive is not perfect, and often doesn't download 3rd party dependencies to websites like google fonts etc, because it would substantially bloat the archive.
I don't believe the internet archive functions like a crawler where it goes and archives all the sites that are linked on particular page, just the website you archive directly. This way, links local to the archived site work but outside links potentially will not work. This is just how the internet archive is set up currently.
