Python API for Magellan

The Python API was broken after 1.0.4 release (incompatibility with Spark SQL after Spark 1.5) and we haven't fixed it yet.

Just commenting as someone who would very much like to use Magellan & PySpark for some of my geoprocessing needs.

@harsha2010, how can we help move this along? How is 1.0.6 looking at the moment? What would the roadmap for a python fix look like, if a group of us were to work on it?
