Not sure what this empty icon is doing there, in Windows it reads the file name as Icon\r and my Git program doesn't know what to do with it.

Nope. There is no reason why this cant be removed. It got added in commit 0e442e4a33548658df82ca43363a370f22e36713 pre-sanitation Updated Favicon Color on 26th Feb 2016.

This file can be gone and ignored.
