[DBOPS-436] Documentation: Getting started with building a changelog

    This pull request introduces significant updates to the documentation for Harness Database DevOps (DBOps), focusing on changelog management, SQL file organization, runtime secrets, and best practices for database change management. The changes aim to enhance clarity, usability, and security for users working with database migrations and Harness pipelines.

    • Building Changelog File: Introduced a new guide on creating changelogs using Harness DBOps, covering both command-based generation and integration with existing SQL files. Included step-by-step instructions, examples, and YAML configurations.
