Comment Action Swipe Sensitivity Issue at End of Threads

Describe the bug When within a thread, if you are unable to scroll down any farther (either from reaching the bottom of the comments or from hitting a pause while more comments load) attempting to swipe up or down to scroll through the thread will trigger the comment reply / up vote / down vote / boost actions instead.

To Reproduce Steps to reproduce the behavior:

1. Open a thread
2. Either (A) scroll down to the bottom of the thread, or (B) scroll down until the app has to load more comments.
3. Attempt to scroll back up from the middle or right hand side of the screen.
4. The comment actions will trigger and "trap" the thread at the bottom.

Expected behavior Being able to scroll back up normally, which does correctly occur before reaching the bottom / loading-pause.
