[`TupleVariationStore`] Sparse axes

This is the counterpart to ItemVariationStore issue https://github.com/be-fonts/boring-expansion-spec/issues/17, to address similar problems, by using same structures designed in that issue. To integrate, we need to bore through extension mechanisms into existing TupleVariationStore.
