Window doesn't regain focus in "Focus on hover" mode when switching workspaces

Describe the bug When the window manager is in the "Focus on hover" mode, and a partially obscured window has input focus, switching to another workspace and back doesn't restore focus to that window.

To Reproduce Steps to reproduce the behavior, from an empty desktop:

  1. [In Gnome Tweaks, go to Widows/Window Focus, activate "Focus on Hover", turn off "Raise Windows When Focused".]
  2. Start the Terminal and maximize it.
  3. Start the Text Editor and move its window so that the Terminal prompt is visible.
  4. Hover the cursor over the Terminal so that it gains focus (Text Editor must still be visible.)
  5. Switch to the next workspace right (Ctrl-Alt-Right.)
  6. Switch back to the first workspace (Ctrl-Alt-Left.) Text Editor will have focus instead of Terminal.

Expected behavior After 1-6, the Terminal should have input focus.

Environment (please complete the following information):

  • OS: Ubuntu 24.04.2 LTS
  • GNOME Shell version: 46.0
  • Unite version: 82
