Add a simple Dockerfile with haproxy + haproxy-lua-acme

Thanks for the pull request, I'll test it shortly. Meanwhile, we've re-licensed the code to Apache v2.0 (from GLP v2.0), id you don't mind, we'd pull this in under Apache as well.
