Implement frame quality measurement based on colour-burst

The measurement of SNR for white/black is based on only two VITS lines in each frame and is not a good measure of quality across the frame.

One proposal is to use the colour-burst as it is a constant known signal on each frame line.

Possible measurements could be:

Signal level SNR Consistency of the phase
