After reboot only 1 listen_address is active

I adjusted the pg_autoctl.cfg (monitor)

[postgresql] ... listen_addresses = localhost,postgres-ha

When I reboot postgres listens to localhost (despite the Log-Entry shows "--options -h localhost,postgres-ha" When I restart postgres by systemctl restart pg_auto_failover it listens to both configured addresses.

Are there any logs or places where I could look? Markus
