PostgreSQL 17 support

Hi,

v17 GA is due soon. The attached patch fixed build problems on my servers, but I don't know whether it is enough to support v17 or not. Can you please take a look? Thanks! DEvrim

Not really related to the v17 update, but why did PGVERSIONS in Makefile range from 11 to 16 and line 25/26 in version_compat.h from 10 to 16?

@DimCitus doesn't seem to be active anymore. @JelteF do you have any information if citusdata is willing to keep this project alive or is it going to be archived? Who has merge permissions on this repo? @gkokolatos?

Hi @hashworks ; I'm indeed not much active anymore. I would like to spend more time on the project and I still have many ideas. At the moment I can still provide review and merge and help someone onboard on the maintenance team for the project, though. I will try to find some time and contribute again, but can't promise anything.

In the meantime do we have a PR for Postgres 17 support that I could have a look at?
