Overcomplexity in Xml data resources.

Processing data I found that ranges from - to describe the whole range already described by the network/netmask couple in almost all cases, and in other cases the network/netmask is missing but the from - to range describe exactly a network/netmask range. Any particular reason to keep this data more complicated than required ?
