on modal div and overflow-y close <ul> when click on scrolling bar

I have a strange issue. I use on the same page 2 same input dropdown and the first one work fine but the second has a problem with scrolling. The second input dropdown is on modal div and when I want scrolling down (by click on scrolling bar) the window

    disappears. I have this issues on firefox, chrome, IE. all others functionalities work fine.
