This seems like a firewall error, your ISP could be blocking certain IP's, try using a VPN, if it still persists check if you have added maven at your root-level build.gradle

Have you checked your root gradle and that jCenter is there or not.

If you are on Android studio bumblebee the repository has not been shifted to the settings.gradle file.

Also are you able to add any other library or does it allow you to add any library
