Cannot be used if Touch ID is disabled for unlocking your Mac

This works great if I keep “Unlocking your Mac” checked in the Touch ID system preferences. However, it fails if I uncheck that box (and leave the other boxes checked).

pam_tid.so behaves essentially the same way, so this may not be fixable.

(Also, any idea where the 0x3f0 value is documented? I'd like to read up.)

OS: macOS 10.14.2 (18C54)
