Hard to tell when it's safe to submit another job after one has been killed

Right now, i just stare at the "is running" or "is killable" list and make sure nothing else shows up, and then I know/hope it's safe to submit another workflow without hitting a race condition.

This is a tough issue, not really sure there's a sane way of solving it.
