Sort/filter table by comments column on examine page

There should be a header added to the comments column that would enable a user to sort by that column. This way the user can easily find comments made about that given run.

On top of "filtering" by whether there are comments or not, it would be nice to filter by commented-on-since <date> (or with a time-span instead of a date). This allows to follow closely the discussion on a run over a few days/weeks.

Definitely sounds useful, we have the backend capability for that already so implementing this at the same time as the above would be reasonable.

@smondet Great idea! Perhaps we sort by the most recent comment by default.
