Speed up shutdown by notification from an rc0.d script

Add a halt script to simbamond to trigger after the filesystems are unmounted (in rc0.d) that will ping MoPi and say "halt now". (The firmware should halt 45 secs after power off requests anyhow, if the ping doesn't come.)
