The library we are using is deprecated. They suggest we migrate to https://github.com/vinceglb/FileKit

Popups don't close when the user clicks outside of the ComposePanel

Update ide.tooltip.initialReshowDelay value

Looking at the current source code, the value is 500. For reference https://github.com/JetBrains/intellij-community/blob/master/platform/util/resources/misc/registry.properties#L328
