D-rats repeater should not require GTK modules to be installed.

As the D-Rats repeater code is needed to be able to run as a service, it should hot require the GTK related modules to be installed.

Hi John: Not able to test. Have tried but seems file repeater.config not being read. However I have influenza or cold so not in my best. Will try again later in weekend.
