Request Mail Check needs some fixes

The request mail check appears to not be in a very usuable state.

I am told that it is meant for a system to request a mail check on a remote system.

One problem is that it is asking for the account to be selected from a list of locally configured system, and no matter what you select, it strips off most of the access information for the account and the remote system as far as I can tell does not understand the resulting request so it refuses it.

So more work is need, including figuring out exactly what this function is supposed to do.
