Python packaging enhancements needed

The python packaging needs some enhancements.

  • The directory structure needs to be restructured to match the current python conventions.
  • The lzhuf binary needs to be in its own package.

LZHUF binary has been moved to its own package with installers for Windows and several Debian packages.
