Support VS Code?

Hi, @halohalospecial!

Just dropping an issue in here to remind us how cool it'd be to move a lot of this functionality to a common core that could be shared between an extension for VS Code and for Atom.

Just something to put on the back-burner. I know we both have a ton of stuff going on already.

@halohalospecial - I've created an issue on how we can try to join forces on creating a common language server for Elm here - https://github.com/Krzysztof-Cieslak/vscode-elm/issues/137. Hope you can join in and give us some of your thoughts on this.
