Settings aren't persisted or loaded in Key Promoter 3.1.1 (not Key Promoter X) and IntelliJ 2017.1

After uninstalling and reinstalling as suggested in https://github.com/athiele/key-promoter-fork/issues/30#issuecomment-312751845, I'm still seeing the problem I noted in the orignal issue with Key Promoter 3.1.1. As requested, I'm creating a new issue over here for it.

I'll try Key Promoter X for a while and see what I think of it. I suspected I'll end up liking it better than the original.
