rewrite w/ iCE colors support

As much as I think iCE Colors are pointless, given that the standard has moved on since 1994 and ANSI can easily do 256 or even 24k colors, the art scene is stuck. This thing needs a rewrite, and PabloDraw/Moebius still use iCE Colors for 16/16 fg/bg. If that's what folks are going to be producing artwork with, then this system should support it.

Not sure how, but I'd like to implement the modern standard AND iCE Colors support--I guess I could just assume that any "blinking" CSI only means iCE Colors.
