Notarize the hale studio macOS build to pass the Gatekeeper check for macOS Catalina and later

Newer versions of macOS (Catalina and later) includes Gatekeeper technology that mandates any software to be notarized for security reasons. Therefore, in these versions, when the hale studio software is downloaded from the internet, macOS adds extended attribute com.apple.quarantine to it and prevents its launch by generating the error as

"hale studio" is damaged and can't be opened. You should move it to the Bin.

To solve this error and the macOS gatekeeper check, macOS builds must be notarized.
