Add dropdown for INSPIRE elements using external codelists

For some INSPIRE elements, external codelists are used. E.g. ISO codelists for GeographicalName.language or SpellingOfName.script. It would be helpful to provide drowdown values for such elements in case an INSPIRE target schema is used.

@Kate-Lyndegaard Do you consider this an improvement that is worth investing development effort? If not I would be fine with closing it as there are not many use cases IMO.

@JohannaOtt I like this issue, as it moves in the direction of automated mapping. These elements occur in most INSPIRE mappings and would be candidates for automation, IMHO. First step would be collecting all the relevant codelists.
