Integrate INSPIRE Validator for data export

The INSPIRE Validator contains tests for INSPIRE requirements in general and for some Theme specific requirements (currently only Annex I). When exporting data from hale studio, it is possible to add validators that are executed during the export. As INSPIRE is a common use case for hale studio, it would be convenient to include the INSPIRE Validator to the validators available during data export.

@thorsten-reitz and I discussed the idea of adding an option to the XML/GML exporters to upload the transformation result to an INSPIRE Validator instance, start a test run there and retrieve the result. Directly integrating ETF into hale studio would likely be a lot harder.
