Provide own version of GeoTools EPSG module to support current AdV codes

The AdV CRS code DE_DHHN2016_NH maps to the EPSG code 7837 which was first released as part of v8.9 of the EPSG registry. The GeoTools version used in hale (12.2) comes with v7.9 of the EPSG registry. The latest GeoTools (19.0) comes with v8.6.

If we need to support DE_DHHN2016_NH in hale, we might be able to package our own gt-epsg-hsql module with an updated EPSG database by following the instructions provided in the GeoTools repository.
