Add endpoints to manage followed tags

Mastodon version 4.0.0 added endpoints to list, add and delete followed tags. The endpoints are:

• https://docs.joinmastodon.org/methods/followed_tags/
• https://docs.joinmastodon.org/methods/tags/#follow
• https://docs.joinmastodon.org/methods/tags/#unfollow

These are currently missing from Mastodon.py.

Hey,

thanks for the report - these help immensely in sorting through what is and isn't there yet. Currently, I'm going through Masto versions chronologically, and am currently on adding stuff added in 3.5 (I fell way behind because I had other things to do), so I haven't looked at 4.0 at all yet. I hope to get around to it this week, but of course, if anyone else wants to take this (even if it's just the functions and no tests), be my guest.

any update. I want to make a automation to only follow the F1 tag during the race.

Hey, I have gotten started on this, but could not finish before something else came up. That other thing is now done, but I need some time to recuperate before I get back to Mastodon.py, so don't expect this in the very near term. I'll get back to it sometime next week, probably, no ETA how long it will take - we're currently in the middle of a major update to mastodon.py that will eventually make it a lot better, but unfortunately, they take time. Probably month-ish.

If someone (you) sends a PR I will backport it and do a release, even with no tests.
