sparselizard Modernize build environment

The sparse lizard build env is quite complicated, and the cmake tooling does not take it into account especially when using system libraries over custom ones. It also doesn't allow easy overrides in the cmake way. #66 addresses this by cleaning up the cMake stuff, simplifying it and making it easier to stick into distributions if/when that's desired.

Parts of this can be broken out, and the spurious formatting removed.

Most of the changes are file movement.

I'll look at breaking this up
