The snaptcha is only required on registration. I don't know if there is an exact limit of accounts you can create yet.
I'm pretty sure it's always been like that, afaik it probably has got to do with the Snapchat iOS and Android app.

No, they haven't changed. Take a look at #45 it's quite similar to your issue but it's for a thumbnail. Hope this helps.
