Simply map - no group layer

Problem: Right now while we are having a simple map with only few layers it is impossible to present them directly - they must be stored in a group. And it doesn't look well.

Solution: In admin create another type of groups - group1: backgrounds / group2: Layers. Group inside of the group should be also available.
